Design the html email template, like you would a static webpage. Here is an example of a responsive email template that you can update or use as reference.
Upload the files to your server, and open the content in Safari.
Within Safari while viewing the html page, press: Command + I
This will open the webpage as an html embed with Apple Mail, with all content viewable. This can then be forwarded on using the programs stored mailing lists, or using your own directory.
